Required Materials

1. Declaration of Current Relationship Status

Applicants must confirm that they are not currently in a marriage or de facto relationship. EBP will provide a declaration form that must be printed, fully completed, and signed in the presence of an authorised witness. This can be a Justice of the Peace (JP), a pharmacist, a police officer, or another acceptable signatory.

2. Identification Documents

Both parties must provide proof of identity. The simplest option is to submit a passport and driver’s licence. If these are not available, you must provide three (3) documents from the following four categories:

  • Bank statement showing address
  • Victorian university enrolment confirmation
  • Victorian rental agreement
  • Utility bills (water, electricity, gas, or phone) showing address

2. Evidence of Single Status,If either party has previously been married or registered in a de facto relationship, you must also provide one of the following:

  • Divorce certificate
  • Relationship revocation certificate
  • Death certificate of former spouse/partner

Important NotesAfter submission, there is a 28-day cooling-off period.If neither party cancels the application within this period, processing will commence.Typically, the de facto certificate is issued within approximately one week after the cooling-off period ends.
